Use OCP registries.conf in edpm_ansible deployment

      In cases where OCP is operating in a disconnected mode. We will copy the registries.conf from the master MachineConfig and set `edpm_podman_ocp_disconnected` and `edpm_podman_registries_conf`. These values need to be used during the deployment to configure the registries.conf file on each dataplane node.
