      In the event of a rebuild timeout due it connectivity issues with the backend, Nova changes the guest to ACTIVE state when it should it should move to ERROR state. The domain is destroyed while waiting for the reimage and never created again or powered back on but still presenting as ACTIVE. Requires a hard reboot to truly bring it back to ACTIVE status.
