Ineffective `PreserveJobs` option in the AEE struct results in jobs always being preserved

      We have an internal interface called PreserveJobs. This should allow us to either keep jobs forever, or allow them to be cleaned up by the native TLL Controller in Kubernetes.

      This should implemented in the Job spec to ensure we have a way of cleaning up jobs as required.
