For static ip provisioning and configuring of network bonds when importing baremetal nodes, we can use secrets and the spec.preprovisioningNetworkDataName in BareMetalHost

However after adding the bmh to OpenStackBaremetalSet, the nodes provision and following reboot, do not retain this custom configuration.

This causes nodes with static provisioning placing ctlplane on the native bond interface to fail.
