Dev-tools - add ability to deploy osp operator and the OSP deployment on an existing OCP cluster (with 3 bm masters) and any preexisting env.
without doing any manual cli , just by using the dev-tools automated way, with as little user supplied params as possible.

So that there is third condition for getting the kubeconfig , i.e when: existing_ocp ..copy kubeconfig from a specific location , then continue to osp deployment as dev-tools automatically does.
