[RFE][manila] Ability to support High Availability Active-Active configurations in Manila Share

Currently Manila Share currently only supports High Availability with Active-Passive configuration.

We should enable manila share to run with active-active configuration so that it does not have to be controlled by pacemaker, and does not have to be constrained to running in a traditional Controller Node role.
