Description of problem: Remove metrics_qdr service and automation tooling from the distribution as the qpid-dispatch application will not be supported for the lifecycle of RHOSP 18.0.

Additional info:

• remove metrics_qdr service from distribution
• remove puppet and ansible automation tooling from deployment framework
• provide upgrade methods to get from QDR-based transport to new transport methods
• update documentation to remove reference to QDR configuration and deployment methods
• update CI and other testing frameworks to no longer test and deploy QDR methods
