Description of problem:
[rfe] domain based quota in all services . For instance, a provider having multiple domains for different users can't set a domain-wide quota and has to set it at the project level which, in case of cloud providers where they manage their user base through domain (one domain per client) makes managing quotas more complex and they would like to be able to set a domain quota that would be a strict limit for all projects/user in that domain.
