Description of problem:

Octavia-Amphora is not logging in UTC

We have amphora-log-offloading enabled and all stacks / all services are logging in the specified timezone - Etc/UTC.

But the amphora seem to be hardcoded to

localtime -> ../usr/share/zoneinfo/America/New_York
~~~

In case of the Amphora the timezone has been set to America/New_York which causes the logs in octavia amphora.log on the controller to be written in that timezone instead of something sane like Etc/UTC

We need to make sure that TZ inside amphora Vm is also set/matches to Etc/UTC.
