Update pom.xml to fix Plugin execution not covered by lifecycle configuration error

Insert <pluginManagement> tag around <plugins> in <build> to correct the following error:
Plugin execution not covered by lifecycle configuration: org.codehaus.mojo:properties-maven-plugin:1.0-alpha-1:read-project-properties (execution: default, phase: initialize) pom.xml /openshift-java-client line 77 Maven Project Build Lifecycle Mapping Problem

When imported into Eclipse as an existing Maven project.
Also clean up some indentation in the pom.xml file.
