The OpenShift assets in the OpenShift fork of CAPO are currently generate with kustomize, but all other CAPI providers use manifests-gen from cluster-capi-operator (CCAPIO). We should migrate CAPO to use the same framekwork. This will allow the cloud team to take a more active role in ensuring CAPO's integration in CCAPIO is maintained.
