We need an OLM bundle for ORC in order to install it in RHOSO.

This includes:

• writing the code for generating the OLM bundle
• the promotion steps that builds and upload the bundle image

Dan wrote a PoC for generating the bundle that we can take as an example.

We have yet to decide where the code and automation would live. Either in the upstream repository, or in a fork in the openstack-k8s-operators github organization.
