[CI] Migrate shiftstack periodic jobs to ci-operator/config/openshift

      This task is a CI initiative and contributes to the integration of OpenStack on the OpenShift organisation.

      This task intends to migrate all shiftstack periodic jobs from ci-operator/config/shiftstack/ci to ci-operator/config/openshift, to follow the Naming your CI Jobs OpenShift convention and take advantage of tools that the OpenShift organisation consumes, like https://prow.ci.openshift.org/command-help

      Issue:

      The PR https://github.com/openshift/origin/pull/29764 could solve the BUG https://issues.redhat.com/browse/OCPBUGS-55721 by updating the test external_certificate.go from the repo openshift/origin, but it can't be tested against the periodic shiftstack jobs from the repo openshift/release because they are not in ci-operator/config/openshift (outcome taken from the slack)

      The particular tool/command that can't be run is:

       

      The payload-testing plugin triggers a run of specified job or jobs delimited by spaces
      trigger job(s) for the /payload-(with-prs|job|aggregate|job-with-prs|aggregate-with-prs) command inPR
