Same steps as detailed on OSASINFRA-3743 but with the following changes:

• Using openstack with three compute nodes and TLS-e
• Using 4.19.0-0.nightly-2025-03-05-071437 for both the Management and the hosted clusters
  For setting a specific rhcos - pull the image and use the parameter on the `hcp create cluster openstack` command:

  --openstack-node-image-name $IMAGE_NAME
  

• Using freeipa as the DNS server. Added the dns records by:
