The objective of this EPIC is to enhance the visibility and manageability of OpenStack resources associated with OpenShift clusters by ensuring that all relevant OpenStack resources (servers, ports, security groups, etc.) are properly tagged. This tagging should include an identifiable Cluster ID or another unique identifier that allows administrators to easily associate resources with their respective OpenShift clusters.

Acceptance Criteria:

1. All OpenStack resources related to OpenShift clusters (e.g., servers, ports, security groups, etc.) should be tagged with a unique Cluster ID.
2. Tags should be standardized and easily recognizable for administrators.
3. The tagging process should not interfere with the functionality of OpenShift or OpenStack services.
4. Provide a way for administrators to retrieve and filter resources by these tags.
5. Ensure backward compatibility with existing OpenStack resources.
6. Documentation should be updated to guide administrators on how to use the tags.
