1. Freeze ORC in CAPO
2. Copy ORC controllers and API definitions to their own repository (github.com/k-orc/openstack-resource-controller) and add the required scaffolding to compile it as an independent component

Upon completion of this card, ORC can be independently deployed to a Kubernetes cluster.
