The CSI operators, which were moved from separate repos into the csi-operator repo as part of https://OSASINFRA-3608 (Cinder) and OSASINFRA-3610 (Manila), need to be modified to be usable in a Hypershift deployment. This spike covers the investigation needed to figure out what needs to be done here. Once done, we can progress with OSASINFRA-3536 which will cover the actual work.
