Since "RHOSO 18 GA will ship without HWOL or VDPA support" and "we don't have any known customers using HWOL," the config of the OVS Hwoffload in Hwoffload ShiftStack CI cloud will be removed.

Therefore, the hwoffload jobs have been turned off, and now the hwoffload machine should be redeployed to stop supporting Hwoffload jobs and instead support General or NFV Jobs.

This yields an opportunity to restructure the CI architecture because ShifStack CI should now be focused on supporting General and NFV jobs. 

This involves the redistribution, movement, and configuration updating of some jobs and the redeployment and tuning of some machines or clouds.
