CAPO doesn't currently support Glance image creation.

This will have to be via upload for now rather than web-download because:

the RHCOS image is gzipped
glance can automatically decompress an image if the image_decompression plugin is enabled, but
we have no way to determine if the image_decompression plugin is enabled, and
glance will report success but create a corrupt image if it is not
