This is a follow-up to OSASINFRA-2472.

The cloud team has taken over the maintenance of merge-bot and forked it as rebasebot.

We need to investigate how rebasebot differs from merge-bot and possibly add the missing merge strategy to it.

The goal of this card is to decide if we're going to adopt rebasebot to manage the downstream for this team owns and create additional cards based on the result of these investigation.
