OpenStack CCM is currently deployed by CCCMO with a static configuration. This means we can't pass it any configuration options which has multiple implications. Those we know of already include:

• We cannot configure it to work with Kuryr
• Node addresses will be created incorrectly when using additional networks
• Load balancer configuration will fail on clouds with multiple provider networks

To complete this task we will have:

• A well-defined plan of how to achieve equivalent configurability of OpenStack CCM that we currently have with the legacy cloud provider
• Agreement with relevant stakeholder that the plan is viable
• The plan will not require additional manual configuration by the user during an upgrade
