In case of failure the openshift install attempts to gather logs by ssh to the failed nodes.
By default, and for security purposes, ssh port is close to the outside world.

The goal of this step is to create an ssh security group with a rule allowing ssh to all the cluster nodes, Then that security group is applied to the cluster via the install-config.yaml
using additionalSecurityGroupIDs
