Create a new repository for hosting the OpenStack-specific tests.

Possibly: github.com/openshift/openstack-test

• the repository should contain what's in this openshift/origin PR, minus everything that is not useful for running the specific test that the PR adds
• Prow must be instrumented to run very basic presubmit checks
