The goal of this step is to deploy a single host dev-install deployment with ovs-dpdk support:
Steps:

1. use dev-install to deploy ovs-dpdk enabled single node OSP [1]. Configured NUMA, CPU pinining, and multiques
2. Create flavors with appropriate hugepages for both controller and worker typed nodes. Because we are doing a deployment on an single host OSP, all flavors will need to use hugpages [2]
3. Deploy vms using hte flavor and verify network traffic can be exchanged between the vms. (this step is not part of the CI test. It is to verify the deployment works as expected
