Customers will sometimes need to move OCP Control Plane nodes to a different host. We need to define a procedure on how to perform the Control Plane migration without service disruption and ensure this is being tested for each release.

We explicitly do not support Live Migration because of the unpredictable service disruption it causes and etcd's low tolerance.

We should see at least:

• Documentation explaining that Live Migration is not supported
• QE validated procedure to migrate OCP control plane without service disruption
• a tool to assist customers with performing the migration
