Deploy ocp on osp using pci passthrough on worker and master nodes

 

Goals:
 - deploy an ocp  cluster with both workers and masters using openstack instances with pci devices attached through PCI Passthrough

Limitations: 
  - flavors needs to be created with the correct property set to allow users to request instances with pci passthrough connections. The creation of flavors is often a task that requires elevated credentials in an openstack deployment.
