Goal
Allow an operator to create ports in Neutron that will have a QoS policy, and these ports will be plugged to the OCP worker nodes that have SR-IOV enabled.

Definition of Done

• The code is implemented, tested and documented
• The feature is documented in the SR-IOV manual.
