The SRIOV testing tools provided by aaron rely on port tags to discover SRIOV ports. In order to enable this, we need to extend CAPO's api capabilities to allow users to specify tags to be added to ports created in networks or subnets.

Users can tag ports created on a specific network or subnet in CAPO.
