• step for generating dual-stack install-config.yaml using a dual-stack provider network with stateful IPv6 that might already be available in one of the clouds
• workflow(s) which uses dual-stack install-config.yaml to deploy clusters with OVN-kubernetes

NOTE: this task does NOT require the workflow  to succefully deploy the cluster. It is only a requirement that the test be run. 

This test can then be used to gate the feature and other tasks.
