We want to re-enable the release-controller jobs so that new builds are tested against OpenStack platform. This makes our jobs blocking jobs, which has impact on our CI (it's effectively a firehose).

The OpenStack jobs should appear in https://openshift-release.apps.ci.l2s4.p1.openshiftapps.com/.

This change should be made in the release repository. Here is for example a commit that removed the openstack jobs from the 4.6 release-controller:
