Goal
As a OpenShift administrator, I want to install OpenShift on OpenStack using IPI with the ability to specify SR-IOV network attachments

Problem
Customers want to install OpenShift on OpenStack clouds and take advantage of Fast datapath functionality using SR-IOV. The customer has created SR-IOV Openstack networks and wants to attach them to an IPI installed OpenShift cluster.

Acceptance Criteria

Users can deploy OpenShift on OpenStack using SR-IOV additional networks. Users can run DPDK applications in OpenShift pods using the attached SR-IOV networks.

IPI installs can use SR-IOV networks.

Customers must specify the UUID of the network and can optionally provide a tag that will be present inside the VM.
The customer will be able to use either the UUID or the tag to select SR-IOV functionality using the sriov-network-operator.

Verify that Openshift on OpenStack performance, DPDK testpmd in pod PCP throughput on 25Gbps Intel Fortville xxv710 and Mellanox ConnectX-5 NICs for SR-IOV and OVS-DPDK  is comparable with OSP PVP performance
