Currently at community.jboss.org, there's no way one can create a "Sticky" and make it visible to users. One of the ways to workaround this, would be to create a widget (like the "Popular discussions") which would show on those discussions which have been marked as "Sticky". Marking a discussion as "Sticky" could probably be done by adding the tag "sticky" to that discussion. However, it has some drawbacks - Normal users too could add the "sticky" tag. This shouldn't be allowed, only admins should be allowed to add the "sticky" tag. But currently, i don't see a way we can restrict tags to a specific set of users. So there probably needs to be a different way to mark a thread as sticky.
