Currently, v1 only support webhooks for bundles that only support AllNamespaces mode. In v0 this is true only for conversion webhooks  [ref. Update the v1 support to be inline with v0 (i.e. only restrict conversion webhook support to singleton operators - bundles with only AllNamespaces install mode)
