Acceptance Criteria

• community health is measurable, visible and transparent (e.g. via regular reports and/or dashboard)
• community growth planning and strategy is a part of the standard community processes
• contributor ladder defined and documented
• GitHub teams audited and updated
• Repository OWNERS audited and updated (if necessary)
• Automation for keeping GitHub user permissions up-to-date
