Acceptance Criteria:

Disable the build infrastructure for the following projects:

• ocp-release-operator-sdk
• platform-operators
• operator-framework-rukpak
• ansible-operator-plugins

These projects were all deprecated in 4.16 (or in the case of platform operators, deprecated and removed in 4.16). We will need to disable the build configurations for them starting in 4.17. We still need to be able to release patches to existing releases, so only 4.17 and future releases should be disabled.
