Allow to completely disable collect-profiles cronjobs

      Description of problem:

      The pprof collection processes are causing hugh CPU spikes on SNO. Although they can be disabled in the collect-profiles-config configmap, the cronjobs are still being spawned every 15min, which is unnecessarily consuming resources. For telco customers, the resources should be maximized for customer applications. The cronjobs should be completely disabled when a config option is set to disable them.

      Steps to Reproduce:

      1. Disable the pprof collection in the collect-profiles-config configmap
      2. Observe that the cronjobs are being spawned every 15mins
      3.

      Cronjobs still get spawned

      Expected results:

      No cronjobs are spawned at all
