• Grant robots privileges (should already be done by DPP automatically when repo is created)
• Bootstrap configuration for a new repository
• Enable default plugins
• Generate default prow jobs
• Enable automatic merging
• Set up team ownership of ci-operator and prow config files

Out of Scope

• Adding upstream code
• Adding operator-controller-specific tests
• Generating CVO manifests
• Enabling downstream image builds
• Promoting images to the OpenShift payload
