[upstream] Create release pipeline for operator-controller

      In order to create the release pipeline for OLM v1, each component needs its own release pipeline, including the operator-controller.

       

      Acceptance criteria:

      • github release action is created for operator-controller
      • operator-controller can be installed from the resulting quay image
