Summary / Background:

We need a way to specify constraints to Deppy, where constraints are defined as conditions that need to be met in the dependency resolution problem.

Acceptance Criteria:

• Design documentation (possibly outlined in the draft EP for Deppy Phase 0) describing the architecture of the constraint API
• POCs of what the API will look like
• Review with relevant parties (Joe, Ben P., etc.)

Upstream Issue:

• Needs to be created.
