Right now the o/platform-operators has an e2e presubmit that runs the in-tree e2e suite against a tech preview enabled cluster that deploys the custom built CI images. While this helped weed out any runtime failures as we were introducing these components to the payload, it neglected to test against any openshift conformance tests that are have been defined for core components.

AC:

• Add a CI presubmit job to the o/platform-operators ci-operator configuration in o/release
• Mirror the e2e-techpreview presubmit prowjob and avoid overriding the command: https://github.com/openshift/release/blob/master/ci-operator/config/openshift/platform-operators/openshift-platform-operators-main.yaml#L56-L69.
