Goal: Ensure Deppy is included in the payload

A/C:

• Determine what annotations, if any, are needed
• Open comet requests for the downstream deppy repository
• Add the BZ component/subcomponent to the OWNERS file in the deppy repository
• Create a PSSECDEV ticket for having prodsec review the repository contents
• Create an ART ticket for adding the deppy images to be managed by ART
• Ensure the following operator conventions are met:
  • operator should define at least one namespace in their lists of related objects|
  • operator should ensure control plane pods do not run in best-effort QoS
