Summary: The PlatformOperator API/CRD currently live in the o/api repository which the o/platform-operator repository vendors. Right now there's Makefile target hacks that inject the required cluster profile annotations before copying to the CVO manifests directory. We should remove those hacks and update the o/api representation with the requisite cluster profile annotations.

• Update the o/api PlatformOperator CRD with the requisite cluster profile annotations
• Remove the Makefile target hacks in o/platform-operators for the PlatformOperator vendored CRD YAML manifest
