Goal: identify and outline which metadata annotations need to be present in the PO CVO manifests.

Misc. Note(s):

• Unclear whether CI coverage will have e2e checks that verify annotation existence
• At the minimum, we'll need to add the cluster profile annotations [1]
• We may need to add the target.workload.openshift.io/management.

AC:

• Create a one-pager design doc that outlines which annotations are needed for the PO CVO manifests.
• Have that one-pager reviewed and accepted by stakeholders (bparees/joe).
