Goal: Introduce a root manifests directory that contains YAML manifests for the PO manager. The downstream PO repository will house the PO + rukpak manifests during phase 0, and be included in the OCP payload. The downstream o/operator-framework-rukpak repository will build the downstream images.

AC:

• Introduce a root manifests directory that contains YAML manifests for the PO manager component, and the top-level PO API
• Update the root Dockerfile and add a COPY instruction for copying the root manifests directory into the /manifests directory in the destination container image [1]
