Right now the downstream E2E test suite is running against a cluster that doesn't actually have Rukpak installed. As a result, we will need to do a couple of things:

1. Define the `OLM_RUKPAK_IMAGE` environment variable that CI sets
2. Use that image to install Rukpak prior to the E2E suite running
3. Wait for a successful installation

AC:

• The rukpak stack is deployed using the CI built images after cluster creation
• The e2e suite can successfully run downstream

Stretch:

• The e2e prowjob is marked as a required check
