Goal: Continue to expand the repository CI pipeline, and introduce the verify/lint/unit/e2e/etc. github actions checks as prowjobs.

AC:

• Expand the "tests" stanza for the main branch prow configuration for this repository.
• Add the verify, lint, unit, and e2e workflows [1]
• Mark those tests as optional in the short term [1]
