Goal: Start getting the "images" CI check working once the repository has a downstream-only Dockerfile that builds the PO manager executable.

AC:

• Update the o/release prow configuration for this repository and add a "images" stanza to the ci-operator/config main branch configuration file.
• Run `make jobs` to generate any prowjobs for this repository.
• Ensure the generated rehearsals for the images check pass
