Goal: Start populating the repository with the existing POC codebase. This will allow follow-up o/release PRs to start getting CI signal on a per-PR-basis.

AC:

• Massage the https://github.com/timflannagan/platform-operators/tree/v0 v0 branch downstream
• Create a root Dockerfile (or update the one from the POC repository) for the downstream CI image [1]
• Ensure the vendor directory is committed into source control
