Goal: Onboard this repository to o/release and introduce a barebones prow configuration.

Notes:

• Fork the o/release repository
• Run the `make new-repo` Makefile target and fill out the form
• Run `make jobs` to generate the prowjobs from the ci-operator's configuration

AC:

• Onboard this repository's main branch to o/release
• Ensure OWNERS files have been created for the ci-operator/config, ci-operator/jobs, and core-services autogenerated files from the `new-repo` Makefile target
