      Goal: Ensure the rukpak/PO manifests are only deployed in cluster's that have enable tech preview features.

      AC:

      • Ensure the rukpak/PO CVO manifests are annotated with the "release.openshift.io/feature-gate" annotation key, and the "TechPreviewNoUpgrade" value to gate these components.
      • Manually verify the PO and rukpak APIs/components are disabled by default via clusterbot.
